Synopsis.

Name

Metric Fixation. A number picked to stand in for a goal too large to count, hit exactly and honestly at every desk ... while the goal it was meant to stand for goes quiet and then goes out.

Arc

The bend is this: nobody rounds and nobody lies, and the number is exactly true, and the goal is exactly gone. It is not the failure next door. There, a bad reality is reported good. Here the report is not the problem: the number is real, audited, defensible, and it climbs. The gap is not between reality and the report of it. The gap is between the proxy and the goal it replaced. A goal that cannot be measured is given a measure to stand for it. The measure is made a target. The target is hit, by the nearest means to hand, and the nearest means are rarely the goal. What the number does not count is quietly spent to make the number. Then the measure stops standing for the goal and starts standing in its place, and the seat that once served the goal now serves the dashboard, sincerely, because the dashboard is what it is thanked for. Measure the goal itself instead of its proxy and the gaming has nothing to grip: the measure is the story.

Stakes

Whether the goal is ever measured again, instead of its proxy. Every plot moves it the same direction: not toward the goal, toward the number. The production cannot make the measure mean what it stood for. It can only show that the number was true the whole time, and that its truth was exactly the reason no one looked at what it had replaced.

Estate

khai-misfits: the house that holds this production and answers for the whole run.

Plots.

Proxy A goal too large to count is given a measure to stand for it, and the measure is made a target. The Aim tables the purpose, the Proxy tables the stand-in. Closes when the proxy is locked as the target and the goal is off the dashboard.

Made Number Cue: the target reaches the floor. It is hit by the nearest means, and what the number does not count is quietly spent to make the number. Closes when the target is met and the goal is not, and no single line was false.

Mind Metric Cue: the target is posted on the scorecard with reward and sanction hung on it. The Surrogate manages the team to the dashboard, and the measure, now a bar that pays, becomes a target and stops being a measure. Closes when the team moves the number instead of the thing the number watched.

Surrogate Goal Cue: the green reaches the review. The metric is now the mission, managed to and certified true, and holding the number is what is rewarded. Closes when the dashboard is all green and the goal is nobody's job.

Read Goal Cue: someone measures the goal itself, or its collapse finally shows. The number and the thing it stood for are put on one page. Closes when the divergence is read ... or the quarter runs anyway.

02 · plot editorial

Made Number.

Cue

The floor, where the target lands on the desk that must hit it. The number is set and the review is coming. What is measured is clear, and what is not measured is about to become optional.

Action

Optimisation: The Hitter, holding the operator's seat, meets the target by the nearest means to hand, and the nearest means are the ones the target selects for, not the ones the goal would ask for.

Stage

The Hitter tables Hit the Number: clear the bar with whatever is closest, the reclassified case, the deferred hard one, the test taught to. The bar is cleared as the made number: a genuine hit, honestly recorded. To make it, the desk spends the unmeasured: the care, the teaching, the maintenance no column counts, drawn down to fund the column that is counted.

Tension

No line is false. The number really was hit, by real work, filed correctly. The means were the nearest and not the truest, because a target rewards the nearest, and the cost was paid out of an account nothing measures. The desk is complying, not cheating, and it is thanked for the hit and never charged for the spend.

03 · plot editorial

Mind Metric.

Cue

The scorecard, rows of names against a single line, reward and sanction hung on the number. The target is no longer a reading anyone takes: it is a bar that pays those above it and punishes those below, posted where the whole team can see exactly where they stand.

Stage

The Surrogate tables Mind the Metric: defend the number as the mission and let the dashboard stand for the thing it once measured, so the surrogate goal is not adopted by anyone's decision but grown by everyone's incentive. The measure has become a target, and on the day it does it stops being a measure: the team now moves the number, which is a different act from moving the thing the number was watching.

Tension

Managing to the dashboard is just taking the target seriously. The Surrogate is doing exactly what the scorecard asks, pointing the team at the one line the firm chose to reward, and the team responds to the incentive it is actually given rather than the one someone meant to give. Nobody games in bad faith: they optimise the number because the number is what is paid and punished, and the goal it stood for goes unserved not because anyone abandoned it but because nothing on the scorecard rewards it any more.

04 · plot editorial

Proxy.

Cue

The charter, where the goal is written large and cannot be counted. The organisation wants the goal managed, and to manage it, it must measure it. At the definition, a stand-in is about to be chosen.

Tension

Nothing here is a lie. The goal is real and unmeasurable, the proxy really does track it today, and a target really is how organisations get things done. The room turns to the number because the number is the only thing it can hold, and the goal drops off the dashboard by a firm doing exactly what accountable management asks.

05 · plot editorial

Read Goal.

Cue

The day the goal is measured directly, not through its proxy. Someone arrives with no stake in the number, or the goal's collapse finally shows where no metric was looking: the students who passed and cannot read, the targets hit and the mission gone.

Stage

The Reader tables Read the Goal: put the outcome on the page beside its proxy. The divergence is drawn at last, the rising number and the falling goal in one frame, and the measure stands revealed: true the whole way, and hollow the whole way.

Tension

Nobody was wrong. The number was honest, the audit was clean, every desk complied. The reckoning is not a fraud uncovered, because there was no fraud: it is a substitution noticed, far too late, by someone who thought to measure the goal instead of the gauge ... or nobody does, and the number runs on, green and true and pointing at nothing.

06 · plot editorial

Surrogate Goal.

Cue

The review, where the number is discussed as though it were the thing itself. The target is met and rising. Nobody in the room says the goal any more, only the measure, and in the audit room the figure is about to be confirmed.

Tension

Everything checks. The number is real, the audit is honest, the manager is aligned, and keeping the green is exactly what earns the next promotion. The dashboard is all green and the goal is nobody's job, and none of that required a single person to do anything but their job well.

08 · pitch editorial

On Target.

Tenor

Exact, confident, evidenced. Every claim has a number behind it and every number is real. The voice of an organisation that can prove it is winning, because it defined winning as the thing it can prove.

Undertow

Under the number, a goal going quiet. The measure is true and rising, and the thing it once stood for is spent to keep it rising. Nothing is falsified. The proof is sound. The proof is of the wrong thing.

Nerve

The feeling of being shown a target hit, by people who are not gaming so much as complying, while the reason the target existed is nowhere on the page.

Echo

After the run: a goal quietly abandoned, a dashboard that was green and honest the whole time, and a number that measured everything except the point.

10 · persona editorial

The Aim.

Projection

Holds the real goal. Speaks in outcomes, not numbers. Heard less each quarter.

Action

Names the purpose behind the metric. Asks whether the number still means it.

Shadow

Right about the goal, and powerless: the house rewards the proxy. The one seat serving the goal is the one seat with no number to show. Serving the aim is doing right; the house just cannot see it.

Tell

Says "but are we actually doing the thing?" The room answers with the metric.

11 · persona editorial

The Certifier.

Projection

Independent, careful. Cannot be bought. Passes only what is true.

Action

Checks the number against its definition. Passes it.

Shadow

Verifies the proxy, never the proxy against the goal. The goal is out of scope, and unmeasurable anyway. A true stamp on the wrong question: it answered exactly what it was asked.

Tell

Says "the figures are sound." They are, and that is all it was ever asked.

12 · persona editorial

The Hitter.

Projection

Capable, compliant. Delivers. The target lands where it is asked to land.

Action

Meets the target by the nearest means to hand.

Shadow

Not cheating: complying. It does exactly what it is measured on. The nearest means quietly spend the unmeasured. Thanked for the hit, never charged for the spend: it followed the instruction it was given.

Tell

Says "I did what you asked." Is exactly right.

13 · persona editorial

The Proxy.

Projection

Rigorous, reasonable. Turned a vague aim into something you could hold. The measure everyone now trusts.

Action

Reduces the goal to a measure that tracks it today. You cannot manage what you cannot measure.

Shadow

The measure tracks the goal only until it is chased. No measure it builds survives being targeted, and it cannot build one that does. The first domino, sensibly placed: it did the honest thing, once.

Tell

Says "this is the best available proxy," true when said. Never revisits it once it is load-bearing.

14 · persona editorial

The Quota.

Projection

Decisive, fair. Sets a number every desk can see. No favourites, no fog.

Action

Turns the measure into a number every desk must hit. Reward and sanction attached.

Shadow

The moment it makes the gauge a target, the gauge stops telling the truth. The corruption is in the targeting, not the desk. Setting a fair bar is doing right; the bar is what bends the gauge.

Tell

Says "what gets measured gets managed." Does not hear that what gets targeted gets gamed.

15 · persona editorial

The Reader.

Projection

Unattached, plain. No history with the metric. Reads what is there.

Action

Measures the goal itself. Lays its line over the number's.

Shadow

Not a hero: just new. It reads the goal because it has no metric to defend. The reckoning is a substitution noticed late, not virtue arriving. Anyone this fresh would see it; the house simply had no one fresh until now.

Tell

Asks "what did we actually want." Draws the second line.

16 · persona editorial

The Surrogate.

Projection

Aligned, focused, on-message. Defends the number. Runs a tight unit.

Action

Manages to the dashboard. Defends the number as if it were the mission.

Shadow

Not fooled: focused. The metric has become the goal in its head. The metric is what it is asked about, and what it is promoted on. It manages exactly what the house measures: the substitution was rewarded into it.

Tell

Stops saying the goal and only says the measure. Does not notice the substitution.

18 · place editorial

The Audit Room.

Shown

The figure checked and passed. A number reconciled to its own definition.

Holds

The stamp of truth. A mark that the count is honestly the count.

Offers

Assurance. The comfort that nothing was faked.

Withheld

Any check of the proxy against the goal. No test of whether the true number still means the thing.

19 · place editorial

The Charter.

Shown

The goal written large, in the first person plural. A wall you can read but cannot tally.

Holds

The purpose, unmeasured, held whole. A why with no number attached to it.

Offers

The reason the work exists. A direction that predates the dashboard.

Withheld

Any way to count what it states. No column, no unit, no figure to clear.

20 · place editorial

The Definition.

Shown

The goal being reduced to a measure. A large thing narrowing to a countable one.

Holds

The proxy, at the moment it still tracks the goal. A stand-in that has not yet drifted.

Offers

Manageability. Something you can hold in one hand.

Withheld

A measure that would survive being targeted. The one number that stays true once it is chased.

21 · place editorial

The Floor.

Shown

The number being produced. Hands moving toward the count, not the cause.

Holds

The nearest means to the target. The shortest path that clears the bar.

Offers

A genuine hit. The figure is real, and it lands.

Withheld

Any column for what the hit costs. No line records what was spent to make it.

22 · place editorial

The Review.

Shown

The number discussed as the mission. The proxy spoken of as though it were the point.

Holds

The surrogation, mid-swap. The measure and the goal changing places in the mouth.

Offers

The look of alignment. Everyone agreeing on the figure, and calling that agreement.

Withheld

The word goal. No one says it, and no one notices it is gone.

23 · place editorial

The Scorecard.

Shown

The target, and who is clearing it. Rows of names against a single line.

Holds

The bar, with reward and sanction attached. A threshold that pays and punishes.

Offers

A clear demand. One number, unambiguous, due.

Withheld

The goal, now off the page. The why has left the room the score is kept in.

25 · piece editorial

The Clean Audit.

Place

In the audit room, where the number is checked against its definition and passes. The control that confirms the figures are real, the method sound, the evidence filed: assurance doing its job correctly.

Load bearing

Without it the number could be doubted, and a false figure would eventually be caught. With it the number is guaranteed, and the guarantee is the trap: the audit verifies the proxy against its definition, never the proxy against the goal, because the goal is not in its scope and could not be measured if it were. The Clean Audit certifies that the measure is true and is silent on whether the measure still means anything. It is the deaf spot the whole structure leans on: everything is checked except the one substitution that matters.

Apparent

Assurance. It looks like the final guarantee of integrity: an independent check, passed. The check is genuine and the pass is earned. Nothing in the figures is wrong.

Yearbook

Signed by the certifier, who validates the number and was never asked to validate the goal. It is the most reassuring piece and the most dangerous, because a clean audit of a surrogate goal is a stamp of truth on the wrong question, and it travels upward as proof.

26 · piece editorial

The Divergence.

Place

Between the two lines, widening. The measure climbs through targeting, optimisation, and assurance, certified higher at every rung; the goal it stood for sinks the whole way, unmeasured and so unseen.

Load bearing

Without it the play is a good metric and a run of hard work. With it those are one motion pulling apart: the very act of chasing the proxy is what drives the proxy away from the goal, so the harder the number is worked the wider the gap it opens. The Divergence is the play's slow separation. Early on the two lines are close enough to call the same, which is why no one calls it, and by the time they are plainly two it is plainly late.

Apparent

Progress. Read on its own the number is a rising line, and a rising line is success. The goal has no line to read, because measuring it was the thing everyone agreed was too hard.

Yearbook

Driven by every seat doing its job: the target chased, the made number produced, the unmeasured spent. It crosses no one's desk as a single figure, because the number lives on the scorecard and the goal lives nowhere, until reading the goal draws the second line at last and lays it over the first.

27 · piece editorial

The Made Number.

Place

On the floor, where the number is actually produced. Where the desk that is measured meets the target with whatever is closest to hand: the reclassified case, the deferred hard one, the test taught to, the call closed fast.

Load bearing

Without it the target is an aspiration and the goal survives untouched. With it the target is met and the goal is not, and the crucial thing is that no line is false: the number really was hit, by real work, honestly recorded. The means were the nearest ones, not the truest ones, because the nearest ones are what a target selects for. The Made Number is the honest hit, which is why it never triggers an alarm.

Apparent

Performance. It looks like a desk delivering exactly what was asked, on time, to spec. It did. The number is genuine and the effort behind it is real.

Yearbook

Produced by the hitter, who is complying, not cheating. To hit the number, it spends the unmeasured: the part of the goal no column counts. The spend is invisible because nothing measures it, and the hit is visible because everything does. The desk is thanked for the second and never charged for the first.

28 · piece editorial

The Measure.

Place

The gap between the two lines, held as one object. The number that rose and the goal that fell were always the same measure, before and after it stopped meaning what it measured.

Load bearing

Without it the play is a sensible metric that drifted and some work that went wide. With it those are one thing: a measure that is entirely true and entirely beside the point, green at every rung and hollow at the centre, held whole by nobody, because the seat that certifies the number is never the seat that lives the goal, and no seat is asked to hold both.

Apparent

A number, on target. From every desk that reports it, the organisation is succeeding, and by the measure it is. The trap is invisible from within because there is no error to find: no false figure, no failed audit, no broken rule, only a true measure of a goal that quietly left.

Yearbook

The proxy became the target, the target became the made number, the metric became the surrogate goal, and the clean audit certified all of it, correctly. The Reader was the first to measure the goal again instead of its proxy, and lay the two lines together. The number had been true the whole time. That was always the problem. Nobody had a name for the measure until it was all that was left.

29 · piece editorial

The Proxy.

Place

At the definition, where a goal too large to measure is given something to measure instead. The reasonable substitution: learning becomes test scores, care becomes wait times, health becomes weight, safety becomes incidents filed.

Load bearing

Without it the goal cannot be managed at all, and the work runs on faith. With it the goal becomes a number, and everything follows from the swap: the proxy is chosen because it correlates with the goal today, and nothing holds that correlation once the proxy becomes the thing everyone optimises. The Proxy is not a lie. It is a true measure of the goal, on the day before it is targeted.

Apparent

Rigour, at last. It looks like the organisation getting serious: naming the goal, quantifying it, making it accountable. The measure really does track the goal, at the moment it is chosen.

Yearbook

Authored by the proxy, because you cannot manage what you cannot measure. It is the most sensible move in the play and the first domino: the goal was real and unmeasurable, the proxy is measurable and almost the goal, and almost is where the divergence will open.

30 · piece editorial

The Surrogate Goal.

Place

At the review, where the number is discussed as though it were the thing itself. The moment nobody says "the goal" any more, only the measure: not "are we teaching" but "is the pass rate up," not "are they well" but "are the wait times down."

Load bearing

Without it the metric stays a tool, and someone still holds the goal behind it. With it the tool becomes the end: the proxy is not merely optimised, it is believed, and the seat that once served the goal now serves the number in full sincerity, because the number is what it is asked about, rewarded on, and promoted for. The Surrogate Goal is the swap completing, quietly, in people's heads, so that defending the number feels like defending the mission.

Apparent

Alignment. It looks like an organisation that finally agrees on what matters, everyone rowing to the same number. The agreement is real. It is agreement on the proxy.

Yearbook

Held by the surrogate, who is not fooled so much as focused. By now the goal has no seat that speaks for it in the room, because every seat has been given the measure to speak for instead. The mission did not lose an argument. It stopped being on the agenda.

31 · piece editorial

The Target.

Place

At the scorecard, where the measure stops describing and starts demanding. The threshold a desk is rewarded for clearing and punished for missing: the quota, the SLA, the OKR, the pass rate.

Load bearing

Without it the proxy is only a gauge, watched but not chased, and it stays roughly honest. With it the proxy becomes a pressure, and the pressure is the whole mechanism: the moment a measure is used to decide who is doing well, every desk is moved to serve the measure ahead of the goal. The Target is where a description becomes an incentive, and an incentive bends whatever it is aimed at.

Apparent

Accountability. It looks like the organisation setting a clear bar and holding itself to it. The bar is specific, the bar is fair, and everyone knows exactly what is being asked.

Yearbook

Set by the quota, from the proxy the definition handed up. It is the turn the whole play pivots on: a number watched can still tell the truth, a number chased cannot, because chasing it is precisely what corrupts it. Nobody at the scorecard intends the corruption. They intend the bar.

32 · piece editorial

The Unmeasured.

Place

Everywhere the metric does not look. The care taken off the slow case to clear the fast one, the teaching dropped for the tested, the quiet maintenance skipped to make the shipping date.

Load bearing

Without it the goal and the proxy stay close, and hitting one roughly serves the other. With it the two come apart on purpose: a target on one dimension is met by drawing effort off every dimension it does not measure, and the goal lived in those other dimensions too. The Unmeasured is the goal's silent account, drawn down to fund the visible one, and it is silent precisely because measuring it was the hard part the proxy was invented to avoid.

Apparent

Nothing. It does not appear, which is the point. There is no column for it, no line that dips, no report that reddens: the sacrifice registers nowhere the organisation looks.

Yearbook

Spent by the hitter, counted by no one. It is the true cost of the made number, and it never nets against the number because the two are kept on different books: one measured and rewarded, one unmeasured and therefore, officially, free.

34 · position editorial

Auditor.

Has

The definition, precise. The stamp that says the figure meets it.

Orders

Verify the figure. Trace it to the definition, confirm the arithmetic, certify.

Loses

The goal, which is never in scope. It can attest that the number is true and say nothing of whether the number matters. A perfectly certified proxy is still a proxy; that gap is outside its charter.

Drives

Toward a true number, correctly certified. It does its work faultlessly, and the work does not ask the one question that counts. The stamp is honest; it just lands on the wrong thing.

35 · position editorial

Incoming Reviewer.

Has

Fresh eyes. No stake in the figure, and no history of defending it.

Orders

Review the outcome. Look past the panel to what actually happened, and say so.

Loses

Nothing. It arrived after the sunk cost, so it owes the number no loyalty. There is nothing it must protect, which is why it can see.

Drives

Toward measuring the goal itself. It asks whether the purpose was served, the question the house stopped asking. It can name the gap, because it is the only seat that never signed for the proxy.

36 · position editorial

Metric Author.

Has

The method. The instrument. The goal, translated into a figure the house can read.

Orders

Make the goal measurable. Find the proxy that stands in for the purpose, and ship it.

Loses

The proxy's honesty, the instant it becomes a target. A good measure describes; a targeted measure is gamed. What was a faithful reading turns, quietly, into a thing to beat.

Drives

Toward a manageable measure. That is the achievement, and the first step away from the goal. The clearer the number, the further from the thing it stood for.

37 · position editorial

Mission Owner.

Has

The purpose, whole and true. No column, no dashboard, no way to count what it holds.

Orders

Keep the purpose in view. Ask, each quarter, whether the work still serves the thing it was for.

Loses

Standing. The house rewards the proxy, and the proxy is not the purpose. The seat that is right is the seat with nothing to show. Every review, a little more of the room's attention.

Drives

Toward the goal actually being served. It sees clearly and moves nothing: it holds the purpose and no lever. Right, and without the leverage to compel it.

38 · position editorial

Operator.

Has

The desk. The target. The nearest means to reach it.

Orders

Hit the number. Take the closest path to the bar and clear it.

Loses

Nothing it is measured on. It spends only what nothing counts: the goal, which no column watches. What is not on the dashboard is free to give away, so it goes.

Drives

Toward clearing the bar, by the shortest route available. The route is chosen for the number, not the purpose. It is doing exactly what it was told, and that is the problem.

39 · position editorial

Target Setter.

Has

The bar. The reward for clearing it. The sanction for falling short.

Orders

Set a target and hold people to it. Name the number, attach the stakes, keep the line firm.

Loses

The measure's truth, spent to make it a target. Pressure applied to a proxy deforms it; the figure bends toward the reward. It buys motion with the honesty of the number, and the honesty does not come back.

Drives

Toward performance against the number. People clear the bar, which is what it asked for. Whether the goal moved is not a question it was built to hold.

40 · position editorial

Unit Manager.

Has

The dashboard, green where it should be green. The team, aimed at the same figures.

Orders

Keep the number green. Steer the team by the panel, and keep the panel steady.

Loses

The goal, quietly, out of its own attention. Not by choice, and not all at once: the metric fills the field of view. By the time the number is the mission, the substitution is invisible from inside.

Drives

Toward the metric, believed as the mission. It manages the proxy with real care, real skill. The care is genuine; the target is a stand-in it has stopped seeing as one.

(The Audit Room; the Assurance process; a clause of friction: a figure can be perfectly true and mean nothing.)

Read the Goal.

Direction

Measure the outcome itself, beside its proxy. This is the reversal plan. Lay the goal's own line over the number and see where they part.

(The Audit Room; the Reckoning process; a clause of friction: reading the goal is optional, and the number runs whether anyone reads it or not.)

(The Aim keeps the goal named, out loud, when the room has stopped saying it.)

Implementation

(The Charter; the Operationalisation process; a clause of friction: the purpose has no gauge, so it is the first thing the dashboard forgets.)

Targets

  • [ ] the goal is named
  • [ ] the question is asked whether the number still means it

Set the Target.

Direction

Give the measure a bar. Hold every desk to it. Reward the desks that clear it, sanction the desks that miss.

Orders

(The Quota fixes the bar and hangs the consequences on it.)

Implementation

(The Scorecard; the Targeting process; a clause of friction: the moment the gauge carries reward, it stops being a gauge.)

Targets

  • [ ] the bar is set
  • [ ] reward and sanction attached
  • [ ] the gauge becomes a target
  • [ ] the gauge stops telling the truth

Line Of Work.

Staging metric fixation as a systemic system: an organisation in which every seat does exactly what a true, audited measure asks, and the goal that measure stood for is lost anyway because targeting the proxy is what drives the proxy away from the goal. The play models the documented mechanics, the target corrupting its own measure, effort flowing to the measured dimension, the metric surrogating for the construct, and the audit that verifies the number and not its meaning, as the load-bearing vectors of the structure, not as a tale of cheats. The governing finding of the source literature is the play's governing law: the distortion is a structural property of measurement under incentive, one-directional and predictable, so the failure is a property of honest measurement, not a lapse from it. This is not its neighbour, misreporting: here the number is not a false account of reality, it is a true account of the wrong thing.

Origin.

The phenomenon in practice, and the research spine beneath it.

Source Key Work / Event Scope
Ridgway "Dysfunctional Consequences of Performance Measurements", Administrative Science Quarterly (1956) The earliest naming: single, composite, and ratio measures each distort behaviour toward the measure and away from the purpose. The play's oldest root.
Goodhart / Strathern Goodhart's Law (1975); Marilyn Strathern's formulation, "Improving ratings: audit in the British University system" (1997) When a measure becomes a target, it ceases to be a good measure: the act of targeting the proxy is what breaks its link to the goal. The play's central law.
Campbell "Assessing the Impact of Planned Social Change" (1979) Campbell's Law: the more a quantitative indicator is used for decisions, the more it corrupts the process it was meant to monitor. Teaching to the test, and every cousin of it.
Holmström & Milgrom "Multitask Principal-Agent Analyses: Incentive Contracts, Asset Ownership, and Job Design", JLEO (1991) The multitasking distortion: rewarding a measured dimension pulls effort off the unmeasured ones, which is where the rest of the goal lived. The Unmeasured, formalised.
Choi, Hecht & Tayler "Lost in Translation: The Effects of Incentive Compensation on Strategy Surrogation", The Accounting Review (2012) Surrogation: under incentives, decision-makers come to treat the metric as the construct it proxies, not merely to optimise it. The metric becoming the mission, measured.
Power "The Audit Society: Rituals of Verification" (1997) Assurance verifies form against its own definition and certifies it, sound on the figure and silent on whether the figure still means anything. The Clean Audit's deaf spot.
Muller "The Tyranny of Metrics" (2018) Metric fixation as a cross-sector pattern, from schools to hospitals to policing to business: the same substitution, everywhere it is measured. The synthesis in practice.
Practitioner KPIs, OKRs, SLAs, quotas, and their gaming (performance-management practice) The naming: a target hit to the letter by means that hollow out its point, with no line falsified.

Restrictions.

What the house refuses to model, and how it credits what it stages.

  • No villains: the elements are reduced to load-bearing vectors. The play refuses to cast any seat as a cheat, because the source finding is precisely that no one need cheat: the number is true, the audit is clean, and each desk is complying with a measure it was told to serve. The misfit is that serving the measure and serving the goal came apart.
  • No hero: the play refuses to resolve the misfit into integrity arriving. The reckoning is a substitution noticed late by someone who thought to measure the goal instead of its proxy, not a whistle blown on a lie, because there was no lie to blow it on.
  • Credit, not claim: the research above is other people's work, packaged and attributed here, never claimed as the house's. The staging is the house's; the findings are theirs.

Encoding.

Source to constraint, per element.

  • The Proxy: carries the operationalisation that precedes Goodhart's Law, a measurable stand-in that tracks the goal only until it is targeted.
  • The Target: carries Campbell's Law and Goodhart's Law, the measure used for decisions becoming the measure that corrupts.
  • The Made Number: carries Ridgway's dysfunction and the practice of gaming to target, the honest hit by the nearest means.
  • The Unmeasured: carries the multitasking distortion (Holmström & Milgrom), the goal's unmeasured dimensions spent to fund the measured one.
  • The Surrogate Goal: carries surrogation (Choi, Hecht & Tayler), the metric mistaken for the mission it was meant to track.
  • The Clean Audit: carries the audit society (Power), assurance that verifies the proxy against its definition and never against the goal.
  • The Divergence: carries the Goodhart divergence itself, the widening gap that chasing the proxy is what opens.
  • The Measure: carries the tyranny of metrics (Muller) and Goodhart's Law made whole, a number true and green and hollow, held whole by nobody.
