Synopsis.
Name
Pournelle's Iron Law. In any organisation two kinds of people work: those devoted to the goal it exists to serve, and those devoted to the organisation itself. The first spend their effort outward, on the mission, where it does the work and wins nothing inside. The second tend the body, its budget, its headcount, its process, its turf ... and the body is made of exactly those things, so tending it accrues the very currency that decides who controls the organisation. The second kind always end up in charge, and the first lose influence, and leave, or are quietly let go.
Arc
The bend is this: control is made of the internal things, so the people who tend the internal things get control, whatever the organisation is for. It runs on a currency mismatch. The mission is served outward, in the field, and the field pays in outcomes that the organisation's inside cannot spend. Control is won inward, in the committee and the budget and the promotion, and those are won by the ones who spend their effort there. So the mission-devoted do the work and the org-devoted hold the levers, and every internal contest, being internal, is decided in the org-devoted's currency. None of it needs cynics. Someone must mind the institution, and the sincere custodian who protects it rises for the same structural reason the careerist who games it does, so you cannot purge your way out by removing the bad actors: the law selects a devotion, not a vice. And the mission-devoted are not spotless either, for the single-minded server of the goal often neglects the real upkeep the body needs, and hands the custodian a true reason to take the wheel. Re-aim the levers so that internal advancement rewards the mission served and not the body tended, protect the goal-devoted from the internal contest, and the organisation can point outward again: but the reform must be enacted by the very org-devoted the law has already put in charge, who are asked to disarm themselves, and the hardest part is that some of the org-tending is real maintenance the mission cannot live without, so the hand that strips the self-serving upkeep can tear out, with it, the scaffolding actually holding the mission up.
Stakes
Whether an organisation is ever run by the people who serve what it is for, or only ever by the people who serve it. Every plot but the last moves the same way: toward the inside, where control is made and won, and away from the field, where the mission is served and nothing internal is earned. The production cannot make an outcome in the world buy standing in the committee, so the currency that decides control is the currency of tending the body, and the hand that tends the body takes the wheel. It can only show that no cynicism is needed, that the sincere custodian and the gaming careerist rise for the same structural reason, that someone truly must mind the institution and the mission-devoted often will not, and that the one move that turns the organisation outward again, rewarding the mission over the body, must be made by the body's own keepers and cannot cut the self-serving upkeep without risking the maintenance the mission cannot live without.
