Synopsis.
Name
The Availability Cascade. A dramatic case breaks: a rare poisoning, a lone crash, a single tainted batch, vivid and terrible and easy to picture. It is told, and retold, and because a thing so easily called to mind feels like a thing that happens often, the public begins to fear it, and the fear is not foolish: each person, seeing that everyone around them is alarmed, quite reasonably takes the shared alarm as evidence the danger is real, and adds their own voice to it, and the one who privately doubts stays quiet, because to wave off a danger everyone else is naming is to look careless or heartless, and no one wants to be the one who said it was nothing. So the concern feeds on itself: the more it is voiced the more available it becomes, and the more available the truer it feels, and the truer it feels the more it is voiced. Amplifiers find it and sound it louder, sincerely or for their own ends, and it reaches the officials who must answer, and the officials answer, because in a system that responds to its public a fear this loud must be met, and so the regulation, the recall, the ban, the budget, is set to the risk that is vivid rather than the risk that is large, and the small dramatic danger is fenced round tenfold while the great undramatic one, the dull statistic no story is told about, waits unattended. And down the hall the one who would weigh it, who has the cold number and knows this risk is small and that quiet one is enormous, cannot be heard, because the number is bloodless beside the story, and to say the fear is out of proportion is to be taken as the person who dismissed a danger, so the alarm outruns the evidence and the protection follows the alarm, and no one has lied and no one has panicked, only a crowd has reasoned its way from a true story to a false sense of how often it is true.
Arc
The bend is this: repeating a vivid risk makes it feel more probable, and each person rationally updates on the shared alarm and echoes it to spare the cost of dissent, so concern snowballs past the evidence and the response tracks how salient a danger is rather than how large, a system meaning to answer real public fear spending its protection on the vivid small risk and starving the dull great one. It runs on availability: a risk easy to recall feels common. A dramatic instance is easy to picture and easy to remember, and the mind reads the ease of recall as a sign of frequency, so a rare vivid danger feels far likelier than a common dull one (Tversky and Kahneman). Repetition feeds the ease directly: the more a story is told, the more available it becomes, and the more available, the more probable it feels, so telling the story is, by itself, raising the fear, without any new fact about the risk. And the fear becomes shared through a cascade. Each person, seeing others alarmed, takes the shared concern as evidence and updates toward it, an informational cascade in which reasonable people converge on a belief because everyone else appears to hold it (Kuran and Sunstein). And each person, whatever they privately think, has reason to voice the alarm and not the doubt, because dismissing a danger the public names carries a social cost the doubt does not repay, a reputational cascade in which the safe thing is to echo, so the visible consensus swells with voices that add belief and voices that only add silence, and cannot be told apart. Availability entrepreneurs, actors who gain from the alarm, amplify the vivid story and suppress the cold number, and the cascade climbs. And the response follows the salience. Officials in a responsive system must answer a fear this loud, and so risk regulation is allocated by how available a danger is rather than how large: the vivid small risk is fenced round while the statistical great one, unstoried and unfeared, waits, and protection is spent where the alarm is rather than where the harm is. None of it is panic or fraud. The story is true, the updating is rational, echoing the consensus rather than paying the cost of lone dissent is sensible, amplifying a risk one sincerely fears is honest, and answering a loud public fear is what a responsive government must do: no one manufactures the alarm, and the misallocation emerges from the sum of reasonable belief, prudent silence, and democratic response. Weigh the magnitude against the salience, insulate the assessment from the vividness of the story, credit the cold number and the dull great risk, and the alarm can be brought back to the evidence: but weighing means telling frightened people their fear is out of proportion, insulating assessment from public feeling means answering less to the loudest voice, and crediting the statistic over the story means being the one who waved off a danger everyone can picture, against every pull toward the vivid, so the correction is bought by spending real standing and real trust to say a true story is rarer than it feels.
Stakes
Whether a system can answer real public fear and still meet risks by their size rather than their vividness. Every plot but the last moves the same way: toward the vivid story, which each person is right to update on and echo and all are alarmed by amplifying, and away from the cold number, which would set the response to the magnitude and which asks a frightened public to distrust a fear it plainly feels. The production cannot make the alarm track the evidence, because availability is not a mistake anyone makes but the way a repeated story feels, and the consensus that swells cannot be told from the consensus that is believed, and the vivid case is always more present than the dull statistic beside it: the overreach is the response system working on what it can feel, not failing. It can only show that no one panics and no one lies, that the story is true and the updating rational and echoing the crowd only prudent and answering a loud fear only democratic, and that the one move that brings the alarm back to the evidence, weighing the magnitude and insulating the assessment from the vividness, must be made by telling frightened people their fear is out of proportion and standing as the one who waved off a danger everyone can picture, against every pull toward the vivid, so the fear is real and the reasoning is sound and the risk that gets the protection is the one with the better story.
