Synopsis.
Name
The Balloon Effect. A banned trade runs on a patch, the drug crop in the valley, the market on the corner, the traffic through the port, and an enforcer moves against it and clears it, really clears it: raids the crop, sweeps the corner, closes the route, and the patch goes quiet and the numbers on it fall, and it is a genuine win, hard and measurable and worth the doing. But the thing that fed the trade is untouched: the demand still pulls, the money is still there, the pressure that filled the trade has not gone anywhere, it has only been pressed on in one place, and a pressure pressed in one place does not vanish, it moves to wherever the resistance is least. So the crop crosses the border to the next valley, the corner trade shifts three streets over, the traffic finds the port with the lighter patrols, and the trade swells up again in the next softest spot, undiminished, and the enforcer there moves against it and clears it too, another real win, and it bulges on to the next, and the balloon squeezed here bulges there, and the air inside is never let out, only shoved from lobe to lobe. And everyone is doing their job and doing it well: each enforcer is accountable for their own patch and clears it, each clearance is real, each is measured and rewarded on the quiet corner they made quiet, and no one is measured on the corner three streets over that got louder, because that is someone else's patch. And so the whole trade rolls around the map roughly conserved, the sum of a hundred real local victories adding to no reduction at all, and sometimes to something worse, the squeeze pushing the trade into harder hands and nastier methods and more violent ground, because the softest spot the pressure finds is not always the safest one. Nobody has failed. Every raid worked. And the trade is exactly as large as it was, somewhere else.
Arc
The bend is this: suppressing a banned trade on one patch, without draining the pressure that feeds it, is a real and rewarded local win, and it displaces the trade to the next softest spot rather than reducing it, so a hundred genuine victories sum across the whole to a trade merely moved, and sometimes to one pushed into harder hands. It runs on a pressure that is conserved. A banned trade is fed by a driver that suppression does not touch: a demand, a price, a poverty, a want that persists whatever happens on any one patch. Pressing on the trade in one place raises the cost there, but it does not lower the driver, so the pressure is conserved and simply seeks the lowest resistance, moving to whichever patch, route, or method is now the softest (Reppetto; Cornish and Clarke). The squeeze is real and the driver is untouched, and a conserved pressure pressed in one spot bulges into another. And the squeeze is local and rewarded, while the bulge is elsewhere and unowned. Each enforcer is accountable for their own patch and clears it, a genuine, measurable, creditable win, and no one is accountable for the softer spot the trade moves to, because it lies past the border of the patch and the mandate (Friesendorf). So the clearance is counted and rewarded and the displacement is not, and the measure that makes each squeeze rational is exactly the measure that hides its cost, because it can see the corner made quiet and never the corner that got loud on someone else's ground. And the sum conserves. Patch after patch is cleared, each really, and the trade rolls around the map undiminished, the balloon shoved from lobe to lobe with the air never let out, and worse where the softest spot is the most dangerous one, the pressure driven into more violent actors and more harmful methods (Windle and Farrell). What reads as a hundred victories is one trade moved a hundred times. None of it is failure or corruption. The raids work, the enforcers are competent, clearing your own patch is right and clearing it is genuinely good for the patch, and being measured on the ground you hold is only fair: no one displaces the trade on purpose, and the conservation emerges from the sum of real local wins on patches whose borders the trade does not respect. What is meant to reduce the trade relocates it. Drain the pressure that feeds the trade rather than squeezing where it shows, or coordinate across the patches so there is no softer spot to bulge into, and the trade can be cut rather than moved: but draining the driver means spending on the invisible cause instead of the visible corner and giving up the measurable clearance for a reduction no single patch can show, and coordinating across patches means acting past the border where each enforcer's mandate and reward both stop, holding a hundred grounds at once so the pressure has nowhere to go, against every pull toward the local win that is real and near and counted, so the escape is bought by forgoing the victory you can see and prove for a driver you cannot, and by reaching past the edge of the only patch you are answerable for.
Stakes
Whether a trade can be cut rather than merely moved, when every reward lies on a single patch. Every plot but the last moves the same way: toward the cleared patch, which each enforcer is right to sweep and all are measured and rewarded on clearing, and away from the drained driver, which would cut the trade and which asks the enforcer to spend on an invisible cause and reach past the only ground they answer for. The production cannot make the reward find the reduction, because the clearance is local and provable where the driver is diffuse and the displacement lands on someone else's patch, so the bulge is the pressure conserved doing what a pressure does, not any enforcer failing. It can only show that no one is idle or corrupt, that the raids work and the enforcers are competent and clearing your own patch is genuinely good for it, and that the one move that cuts the trade, draining the pressure or holding every patch at once, must be made by forgoing the victory you can see and prove for a reduction no single patch can show, and by acting past the border where mandate and reward both stop, against every pull toward the near and countable win, so the clearances are real and the trade is undiminished and the work that would cut it is the work no patch is answerable for.
