Synopsis.
Name
The Firefighter's Medal. A crisis flares, and someone charges in and puts it out, working through the night, saving the launch, the account, the day, and everyone sees it and everyone cheers, and the medal is pinned on the hero who fought the fire ... and it should be, the save was real and hard and worth honouring. But down the hall sits the other one, the one who tightened the process months ago so that this kind of fire could not start, who checked the thing that would have failed, who did the dull unglamorous work of prevention, and no crisis came of it, and so no one noticed, because you cannot cheer a disaster that did not happen. Nobody ever gets a medal for the fire that never lit. And people are not fools: they see where the glory goes, and the pressure is always on, so the hours drain from the quiet prevention that earns nothing into the visible rescue that earns everything, and prevention starves, and starved of it the fires come faster, and the faster they come the more heroic firefighting there is to reward, until the whole place is a permanent, celebrated blaze, everyone run off their feet and decorated for it, and nothing ever improving, because the one kind of work that would end the fires is the one kind no one is thanked for.
Arc
The bend is this: rewarding the visible save and not the invisible prevention is reasonable, because you cannot credit a fire that never lit, and it starves the prevention that would end the fires, so a system meaning to honour competence tips itself into a permanent blaze. It runs on a save that is seen against a prevention that is not. A crisis is vivid and a rescue is unmistakable, so the firefighter who puts it out is visibly, provably good, and honoured for it. Prevention is the opposite: its whole success is that nothing happens, a non-event no one can point to, so the preventer's work is invisible and their reward is nothing. Crediting the save and not the prevention is not spite, it is the plain difficulty of rewarding a counterfactual: you can measure the fire fought and never the fire spared. And the reward bends the effort. People go where the glory and the safety are, and under constant pressure the current fire is always more urgent than a future one, so hours drain from prevention into firefighting, and prevention, being where capability is built, takes the loss twice: less of it means fires start faster, and faster fires mean still less time for prevention. The loop tips: a system that was improving crosses into one that is firefighting, and the firefighting regime is self-sustaining, because it consumes exactly the capacity that would have let it escape. The busier and more heroic the place becomes, the less it improves, and the medals multiply as the fires do. None of it is malice or folly. The save is genuinely worth honouring, the firefighter is genuinely good, rewarding the visible is the only fair thing when the prevented crisis cannot be seen, and triaging the urgent fire over the distant one is what any pressed manager must do: no one starves prevention on purpose, and the blaze emerges from the sum of honouring real heroism and answering real emergencies. What is meant to reward competence rewards its way into incompetence. Fence the prevention time so a share of capacity is held for it even while fires burn, credit the quiet work and the crisis that never came, honour the empty calendar as much as the heroic night, and the loop can be turned back: but fencing prevention means letting a current fire burn a little to protect against a future one, crediting a non-event means rewarding what cannot be proven, and honouring the preventer over the firefighter means withholding the medal from the visible hero and pinning it on the person nothing happened to, against every instinct that runs toward the drama and the save, so the escape is bought by spending real capacity and real glory on fires that will now never light and can never be shown.
Stakes
Whether a system can honour real heroism and still not burn itself down rewarding it. Every plot but the last moves the same way: toward the visible save, which each manager is right to answer and reward and all are set aflame by rewarding, and away from the fenced prevention, which would end the fires and which asks a pressed system to credit a non-event and honour the person nothing happened to. The production cannot make the reward find the prevention, because prevention's whole success is that nothing occurs, so there is nothing to measure and nothing to cheer, and the save is always vivid and provable beside it: the starving is the reward system working on what it can see, not failing. It can only show that no one is cynical or idle, that the save is genuinely worth honouring and the firefighter genuinely good and triaging the urgent fire only sensible, and that the one move that ends the fires, fencing capacity for prevention and crediting the crisis that never came, must be made by letting a present fire burn a little and pinning the medal on the person no disaster befell, against every pull toward the drama, so the heroism is real and the blaze is real and the work that would end the fires is the work no one is thanked for.
