Synopsis.

Name

The Shirky Principle. A body is founded to solve a problem, and does, and is funded and staffed and honoured for solving it ... and everything it is now depends on the problem going on, so it solves the problem just enough to keep the pressure off and never enough to end it, because the day the problem ends, so does the body.

Arc

The bend is this: the institution built to solve a problem comes to need the problem, so it preserves the thing it was made to remove. It runs on a split between the mission and the livelihood, which start as one and slowly part. At the founding they align: solve the problem, and the budget, the jobs, and the standing follow. But solving is not a state, it is a service, and the service is paid only while the problem lasts, so the fully solved problem is the institution's own end. And no one has to choose that end for it to be avoided: it is enough that every incentive points the other way, that a win shrinks the budget and a persisting problem renews it, that the people whose salaries depend on the problem sincerely cannot see the interest that depends on their not seeing it. So the body solves to the level that keeps it needed and no further: it relieves the symptom that would force a real fix, widens the problem's definition as the old version fades, finds new instances, keeps the threat warm. The mission is never dropped, only quietly displaced by the survival that now wears its clothes, and the problem it was built to end becomes the problem it is built to keep. Fund the outcome instead of the activity, and sunset the mandate on success, and the incentive flips: but that asks a body to be paid for making itself unnecessary, which is the one thing it is organised never to do.

Stakes

Whether the problem is ever solved, or only ever sustained. Every plot but the last moves the same way: not toward the end of the problem, toward the continuation of the body that answers it. The production cannot make an institution pay for its own obsolescence. It can only show that no one was cynical and no one schemed, that the mission was sincere and the work was real, and that the one outcome that would have vindicated the founding, the problem actually ended, is the one outcome every incentive the founding created is arranged to avoid.

Estate

khai-misfits: the house that holds this production and answers for the whole run.

Plots.

The Mandate A body is founded to solve a real problem, and its budget, jobs, and standing are all pinned to that problem. The Steward takes up the mission, and the Salaried draw the posts it funds. Closes when everything the institution is depends on the problem it was made to end.

The Half-Cure Cue: fully solving the problem would remove the reason to fund the solver. The Maintainer solves it just enough to relieve the pressure and keep the franchise, and files the rest as ongoing work. Closes when the problem is managed to a steady simmer, eased but never ended.

The Perpetuation Cue: the original problem starts, despite everything, to fade. The Expander widens the mandate, finds new instances, and redefines the threat so the work never runs out, and the mission quietly becomes the survival wearing its clothes. Closes when the problem is kept alive by the body built to remove it.

The Sunset Cue: someone funds the outcome instead of the activity and writes a sunset into the mandate. The Sunsetter makes success the thing that pays and obsolescence the thing that is planned for, and the body resists being organised to end itself. Closes when the incentive is flipped and the problem may actually be solved ... or the sunset is repealed as reckless, and the mandate renews.

02 · plot editorial

The Half-Cure.

Cue

The budget hearing, where fully solving the problem would remove the reason to fund the solver. A persisting problem is a renewed budget; a solved one is a closed line.

Stage

The Maintainer tables Solve Just Enough: take the fix to the level that keeps the pressure off and the franchise intact, so the half-cure holds the problem at a steady simmer. The report that renews the mandate is managed, ongoing, well in hand, because that is the report the hearing pays for, and a solved problem is the one outcome it will not fund.

Tension

The competence is real, and it is aimed at a simmer. No one decides to keep the problem: the Maintainer genuinely handles it, and handling it well looks identical to solving it from inside a good quarter. But a cured problem is a job done and a job gone, so the skill bends, unchosen, toward control rather than completion, and the institution proves its worth precisely by never finishing the thing it was funded to finish.

03 · plot editorial

The Mandate.

Cue

The charter, a body founded to solve a real problem, its budget and posts and standing all pinned to that problem. The mission sincere, the need genuine, the institution raised to meet it.

Tension

The founding is entirely sound, and it lays the trap. There is nothing wrong with raising a body to solve a real problem and funding it to do so: the mission is worthy and the people sincere. But the definition has no exit, so from the first day the institution's existence is bonded to the problem's, and the victory it was created to win is quietly the one event it cannot survive.

04 · plot editorial

The Perpetuation.

Cue

The frontier, the original problem starting, despite everything, to fade. A shrinking problem is a shrinking budget, so its ending is felt as a threat, not a triumph.

Stage

The Expander tables Widen the Remit: grow the remit and the resources it commands, launch the next programme before the last problem ends, so the perpetuation enlarges the problem to fit the body. The displacement lets the growth read as mission, so no one inside can tell the cause advancing from the institution feeding.

Tension

The mission looks like it is advancing, and it is being manufactured. Every widening is framed as more of the good work, and believed, so the body grows in perfect sincerity. But the growth arrives precisely when the original problem recedes, because a fading cause is a falling budget, so the institution enlarges the problem to match itself, and calls the manufacture service. The finish line moves out exactly as fast as it is approached.

05 · plot editorial

The Sunset.

Cue

The sunset review, where an outside hand sees the body cannot want its own success. The money is to be tied to the problem shrinking, and an ending written into the mandate.

Stage

The Sunsetter tables Fund the Outcome: pay for the problem getting smaller and measure it from outside, so the shirky principle is answered by making the obsolescence the thing that is funded and planned. For once success pays and the interest in the problem's survival has no seat at the table, and for once the body could actually finish the thing it was founded to finish.

Tension

The one move that works asks the body to be organised to end itself. Everything inside the institution is arranged to renew the mandate, so the sunset reads as an attack on sincere people doing real work, and it is resented exactly where it bites. It holds only while the outside hand keeps re-imposing it ... or the clause is repealed as reckless, the money flows back to the activity, and the problem is preserved by its solver once more.

07 · pitch editorial

Still Needed.

Tenor

Earnest, devoted, mission-first. A body that believes in the problem it fights and says so, sincerely, in every report and every appeal. The voice of people who came to solve something real and are still solving it, still needed, still here.

Undertow

Under the devotion, a body that cannot afford to win. Everything it is, the budget, the posts, the standing, lasts only while the problem does, so a full cure is a resignation letter, and the mission quietly bends to keep the problem, and the body, alive. Nobody schemes: the ones whose living depends on the problem simply, honestly, never come to see it that way.

Nerve

The feeling of good work sincerely done, the problem fought and never quite finished, each renewal of the mandate a vindication and each near-solution a threat no one will name.

Echo

After the run: a problem kept at a simmer, a mandate that widened every time the old cause faded, and an institution that outlived the thing it was built to end, by making sure it never did.

09 · persona editorial

The Expander.

Projection

Ambitious, forward-looking, full of new initiatives. Sees the mandate as a thing to grow, and growth as obviously good. Frames every widening as more of the mission, and believes it.

Action

Widens the remit, finds new instances, redefines the threat as the old one fades. Launches the next programme the moment the last problem shows signs of ending. Keeps the work inexhaustible by keeping the definition of the problem open.

Shadow

Its growth is the problem being manufactured to match the body. When the original cause recedes, it does not celebrate but expands, because an ending problem is a shrinking budget, so it enlarges the problem to fit the institution rather than the reverse. Calls empire-building service, and cannot see the difference.

Tell

"The problem is bigger than we thought." Announced, reliably, just as the problem was about to get smaller.

10 · persona editorial

The Maintainer.

Projection

Competent, steady, a safe pair of hands. Runs the work day to day and keeps the problem from ever getting out of hand. Prides itself on a situation always under control.

Action

Relieves the symptom that would force a real fix, and files the cause as ongoing. Solves to the level that keeps the pressure off and the franchise intact, never to the level that ends the need. Calls a problem managed and means a problem kept.

Shadow

Its competence is aimed at a simmer, not a cure. A fully solved problem would be a job done and a job gone, so the skill is bent, without a decision, toward control rather than completion. Mistakes managing the problem forever for solving it, because the two look identical from inside a good quarter.

Tell

"We have it well in hand." The steady-state report of a problem being held exactly where it pays to hold it.

11 · persona editorial

The Salaried.

Projection

Committed, hard-working, glad of the work. Draws a post the problem funds, and does it well and in good conscience. Would be the last to say the problem should persist, and would mean that too.

Action

Turns up, delivers, and depends, quietly, on the problem being there tomorrow. Reasons its way, sincerely, to why the cure is not yet ready, the scope not yet complete, the need not yet met. Never lies, and never quite reaches the conclusion its salary forbids.

Shadow

It cannot understand the one thing its living depends on it not understanding. The interest is invisible from the inside, so the blindness is honest, and honest blindness is the strongest kind, defended as integrity. Not bought: simply unable to see past the paycheck it never thinks about.

Tell

"I am just here to help." Said truly, by someone who also needs the thing they are helping with to remain.

12 · persona editorial

The Steward.

Projection

Devoted, credible, mission-first. Founded or inherited a body to solve a real problem, and believes in it wholly. Speaks for the cause and means every word.

Action

Holds the mandate and keeps the body funded and staffed. Renews the appeal each cycle: the problem is real, the work is vital, the need goes on. Guards the institution as though guarding the mission, because to it they are the same thing.

Shadow

Cannot tell the mission from the body that carries it. The end of the problem would be the end of the thing it has built and led, so it flinches from the cure without ever deciding to, and calls the flinch prudence. Sincere all the way down, and structurally unable to want to win.

Tell

"There is still so much work to do." True, and the sentence that keeps the doors open whether or not it is.

13 · persona editorial

The Sunsetter.

Projection

Outside, clear-eyed, a little ruthless. Funds the outcome rather than the activity, and writes an ending into the mandate. Willing to pay a body to make itself unnecessary.

Action

Ties the money to the problem shrinking, not to the work continuing. Sets a sunset on the charter, so success closes the body cleanly and on purpose. Measures the outcome from outside, where the interest in the problem's survival cannot reach.

Shadow

Its fix asks an institution to be organised to end itself. Everything inside the body is arranged to renew the mandate, so the sunset reads as an attack on good people doing real work, and one repeal restores the whole incentive. Right, resented, and always one budget cycle from being undone.

Tell

"This body should be trying to put itself out of business." The one sentence no institution funded by a problem can say about itself.

15 · place editorial

The Budget Hearing.

Shown

A review of the year, a case for next year's money, a problem reported as real and ongoing. The renewal where the body asks to continue and gives its reasons.

Holds

The incentive laid bare. Here a persisting problem is a renewed budget and a solved one is a closed line, so the case that pays is always the problem well in hand and never the problem ended.

Offers

A fair account of good work. Real progress, genuine effort, a situation managed and a need still present, all true, all fundable.

Withheld

A reward for finishing. Nothing in the hearing pays a body for making itself unnecessary, so the report that renews the mandate is managed, ongoing, still needed, never done.

16 · place editorial

The Charter.

Shown

A founding document, a mission statement, a reason for being. The problem named as the thing this body was made to end.

Holds

The bond between mission and existence. Here the institution is tied to its problem so completely that the problem's end would be the institution's, and no one reading the charter can feel the difference between serving the cause and preserving the body.

Offers

A clear and worthy purpose. Something real to fight, a reason to fund and to staff, a mission sincere enough that everyone inside believes it.

Withheld

Any clause for its own success. The charter says how to pursue the problem and never what to do when it is solved, so the one event it does not plan for is the victory it was written to seek.

17 · place editorial

The Frontier.

Shown

A new initiative, an expanded remit, a threat redefined a size larger than before. The edge where the mandate grows into fresh ground.

Holds

The manufacture of more problem. Here the original cause, as it fades, is not declared won but enlarged, so the work never runs out and the finish line moves out exactly as fast as it is approached.

Offers

Growth, and the look of ambition. More scope, more mission, more to do, all framed as the cause advancing rather than the body feeding.

Withheld

The moment of enough. The frontier has no far edge, because the point of it is that there is always more problem to find, so the body can grow forever and never arrive.

18 · place editorial

The Sunset Review.

Shown

An outside panel, a measure of the problem shrinking, a clause that closes the body on success. The one review that asks not how the work went but whether the problem got smaller.

Holds

The flipped incentive. Here success pays and obsolescence is planned, so for once the body is rewarded for shrinking the problem, and the interest in preserving it has no seat at the table.

Offers

The only real cure for the misfit. Money tied to outcome, a mandate that ends on victory, and a measure taken from outside where the problem's survival cannot reach.

Withheld

The consent of the body it reviews. The sunset asks an institution to be organised to end itself, which everyone inside experiences as an attack, so the review holds only as long as an outside hand keeps re-imposing it against the pull to repeal.

20 · piece editorial

The Displacement.

Place

Across the whole body, in the slow drift from serving the cause to preserving the vessel. Wherever a procedure, a budget, or a post is defended as though it were the mission.

Load bearing

Without it the body would notice the moment its survival and its mission parted, and correct. With it the parting is never noticed, because survival dresses in the mission's clothes: the same words, the same reports, the same sincerity, now serving the institution rather than the cause. The Displacement is load bearing because it is the goal-substitution the principle runs on (Merton), means become ends, so a body can pursue its own continuation wholeheartedly while believing, honestly, that it is pursuing the problem.

Apparent

Devotion to the mission. It looks like a body more committed than ever: defending its work, protecting its people, fighting for its funding, all in the cause's name. The commitment is real, which is why no one inside can see that its object has changed.

Yearbook

Enacted through displacing, driven by the livelihood, and unseen by the steward who leads it. It is the misfit's sleight of hand: the Displacement lets the perpetuation feel like service, so growing the problem and serving the mission become, from inside, the same act.

21 · piece editorial

The Half-Cure.

Place

At the budget hearing, reported as a situation well in hand. In the day-to-day handling that relieves the symptom and files the cause as ongoing.

Load bearing

Without it the body would either cure the problem or fail visibly, and either would force a reckoning. With it there is a third state, permanent management: enough relief that no one demands a real fix, never enough resolution that the need ends. The Half-Cure is load bearing because it is how the principle operates without anyone choosing it: competence bent toward control rather than completion produces a problem held exactly at the level that maximises the solver's tenure, so the institution looks effective precisely by never finishing.

Apparent

Good, steady management. It looks like a problem responsibly handled: no crises, no scandals, a firm hand keeping things under control. That steadiness is the disguise, because a problem kept at a simmer and a problem being solved are indistinguishable from any single quarter.

Yearbook

Practised by the maintainer through simmering, rewarded at the budget hearing. It is the misfit in daily motion: the Half-Cure keeps the problem alive by relieving it, so the body stays needed and the cause stays unclosed, cycle after competent cycle.

22 · piece editorial

The Livelihood.

Place

At the budget hearing, where next year's money rests on this year's problem. And in every pay packet the problem funds.

Load bearing

Without it the people inside could weigh the cure on its merits, with nothing of their own at stake. With it every one of them has a living tied to the problem continuing, so the incentive is not abstract but personal, felt in the mortgage and the career. The Livelihood is load bearing because it is what makes the blindness sincere (Sinclair): it is difficult to get a person to understand a thing when their salary depends on not understanding it, so the interest in the problem's survival is defended not as greed but as conviction.

Apparent

Just having a job. It looks like nothing more than people earning a living doing work they believe in, which is what it is. The interest hides inside the ordinariness of a paycheck no one thinks about, which is exactly what lets it steer.

Yearbook

Drawn by the salaried, and never quite seen by them. It is the quiet engine: the Livelihood turns a room of honest people into a body that cannot afford the cure, feeding the displacement one sincere, unreachable conclusion at a time.

23 · piece editorial

The Mandate.

Place

At the charter, in the founding document that names the problem as the reason to exist. The bond written at the start, when mission and body are one.

Load bearing

Without it there is no institution tied to a problem, and so no interest in the problem's survival. With it the body's whole identity is the problem: its name, its funding, its reason to be, all pinned to the thing it was made to end. The Mandate is load bearing because it is the tie that turns solving into self-destruction (Shirky), the definition that makes a full cure the institution's own last act, so that everything downstream, the simmer, the expansion, the displacement, is the body protecting the mandate that is protecting the problem.

Apparent

A worthy mission, clearly stated. It looks like exactly what a founding should be: a real problem named, a body raised to solve it, a purpose everyone can believe in. Nothing about it announces the trap, because the trap is only that the definition has no exit.

Yearbook

Held by the steward, and never written with a clause for its own success. It is the root of the misfit: the Mandate binds the body to the problem so tightly that the obsolescence full success would bring becomes the thing the whole structure is arranged to avoid.

24 · piece editorial

The Obsolescence.

Place

At the vanishing point of the mission, where the problem is solved and the body is no longer needed. The event named in no charter and dreaded in every budget.

Load bearing

Without it solving the problem would carry no cost to the solver, and the misfit would not exist. With it success is self-destruction: the fully cured problem is the closed institution, the ended threat is the redundant staff, so the very outcome the body was founded to achieve is the one that would dissolve it. The Obsolescence is load bearing because it is the price of success (Michels), the thing the whole structure is arranged to avoid, and the reason a sincere, competent, well-meaning body cannot bring itself to win.

Apparent

Nothing, because no one looks at it. It goes unmentioned, unplanned, unnamed: the one future the body will not model, so it stays a blank the institution steers around without ever admitting it is there. Its invisibility is exactly what lets it govern every choice.

25 · piece editorial

The Perpetuation.

Place

At the frontier, where the mandate grows into fresh ground. Wherever an ending problem is met with expansion instead of celebration.

Load bearing

Without it a problem that genuinely faded would simply end, and the body with it. With it fading is never allowed to finish: as the original cause recedes, the problem is enlarged, redefined, or renewed, so the work is inexhaustible by design. The Perpetuation is load bearing because it is the active preservation the principle predicts (Niskanen; Parkinson), the budget-maximising reflex that grows the problem to fit the institution, turning the body from a solver of a fixed problem into a manufacturer of an endless one.

Apparent

Ambition, and a mission advancing. It looks like growth to be proud of: new programmes, wider reach, more of the good work. Every expansion is framed as the cause going further, so the manufacture of more problem wears the face of progress.

Yearbook

Driven by the expander through expanding, and excused by the displacement. It is the misfit reaching outward: the Perpetuation ensures the problem never runs out, so the obsolescence that a finished problem would bring is pushed forever over the horizon.

26 · piece editorial

The Shirky Principle.

Place

Across the whole run, from the charter to the sunset review. And wherever an institution's resources depend on the problem it exists to solve continuing to exist.

Load bearing

Without it the parts are a scatter: a mandate, a livelihood, a half-cure, an expansion. With it they are one law: an institution funded by a problem comes to need the problem, so it preserves the thing it was built to remove. The Shirky Principle is load bearing because it is the whole read at once (Shirky; Kelly), and it names the only exit: not a more devoted body but a changed incentive, funding the outcome and sunsetting the mandate so that success, and not persistence, is the thing that pays. It is the provider's mirror of the perverse incentive, a cure that quietly keeps the disease.

Apparent

A worthy body doing sincere, ongoing work. It looks like an institution serving its mission faithfully, year after year, needed as ever. Nothing on the surface is a failure, and that is the whole of it, because the problem is preserved not by any cynic but by a structure of sincere people every one of whose incentives points away from the cure.

Yearbook

Held whole by nobody: assembled from the mandate, the livelihood, and the perpetuation, and answered only, and from outside, by the sunsetter. It is the misfit named: the body built to end a problem becomes the reason it endures, and can be cured only by being paid to make itself unnecessary.

28 · position editorial

Beneficiary.

Has

A post, a salary, and a career the problem pays for. Real skill and a genuine wish to help. A living that quietly ends the day the problem does.

Orders

Do the work well and in good conscience. Serve the mission and trust that serving it is what is asked. Keep the post, which means keep the body, which means keep the problem funded.

Loses

The capacity to see its own interest. The one conclusion its salary forbids is the one it never reaches, so its blindness is honest and therefore total, defended as integrity rather than felt as bias. It cannot understand the thing its living depends on it not understanding.

Drives

Toward reasons the cure is not yet ready, reached sincerely and every time, by someone who would be appalled to be told why they keep reaching them.

29 · position editorial

Custodian.

Has

A founding mandate and the authority to renew it. A budget, a staff, and a standing, all pinned to the problem. A sincere devotion to the cause the body was made to serve.

Orders

Keep the mission alive and the body funded to pursue it. Make the case each cycle that the problem is real and the need goes on. Guard the institution as the vessel of the mission.

Loses

The ability to tell the mission from the vessel. Ending the problem would end the body it has built, so it defends the body in the mission's name and cannot feel the difference. The cure becomes the one outcome it is structurally unable to want.

Drives

Toward a mission that never finishes, because a finished mission is a closed institution, and every renewal of the mandate feels like the cause being served.

30 · position editorial

Empire-Builder.

Has

The initiative to grow the mandate and the budget with it. The framing that casts every expansion as more mission. An eye for new instances of the problem, and a talent for finding them.

Orders

Grow the remit and the resources it commands. Redefine the threat as the old version fades, and launch the next programme before the last problem ends. Keep the work inexhaustible by keeping the problem open.

Loses

Any honest measure of success. Because a shrinking problem is a shrinking budget, it enlarges the problem to fit the body rather than shrink the body to fit the problem, and calls the manufacture service. The finish line moves out exactly as fast as it is approached.

Drives

Toward a problem always bigger than last year, grown to match the institution, so the mandate renews on a need the mandate itself keeps making.

31 · position editorial

Operator.

Has

The day-to-day handling of the problem. The skill to relieve the symptom and keep things under control. The discretion over how far a fix is taken.

Orders

Keep the problem from getting out of hand. Relieve what presses, manage the rest, report it well in hand. Take the fix to the level that keeps the pressure off, and file the cause as ongoing.

Loses

The completion its competence could reach. A solved problem is a job done and a job gone, so the skill bends toward control rather than cure, without a decision anyone makes. Managing forever and solving become indistinguishable from inside a good quarter.

Drives

Toward a steady simmer, a problem held exactly where it pays to hold it, called managed and meaning kept.

32 · position editorial

Reformer.

Has

The purse, and the power to tie it to results rather than activity. The authority to write an ending into a charter. A vantage outside the body, where the interest in the problem cannot reach.

Orders

Pay for the problem shrinking, not for the work continuing. Set a sunset so success closes the body cleanly and on purpose. Measure the outcome from outside and flip the incentive.

Loses

The goodwill of everyone the sunset threatens. Asking a body to be organised to end itself reads as an attack on real people doing real work, so the reform is resented where it bites and undone by a single repeal. Right, unpopular, and never more than one budget cycle from reversal.

Drives

Toward an institution paid to make itself unnecessary, which is the one thing a body funded by a problem is built never to do, so the fix must be imposed and re-imposed from outside.

34 · process editorial

Displacing.

Initiated by

An institution whose continuation depends on the problem continuing. The slow drift that begins the moment the mission and the livelihood stop being the same thing.

Direction

The stated goal, ending the problem, giving way to the unstated one, keeping the body. Means becoming ends: procedures, budgets, and posts defended as though they were the cause.

Lever

Interested blindness, which needs no dishonesty to work. Those whose living depends on the problem simply never reach the conclusion their salary forbids, so the displacement happens sincerely and unseen.

Echo

A mission still spoken and a survival actually served. The cause honoured in every report and quietly subordinated to the institution that was built to advance it.

35 · process editorial

Expanding.

Initiated by

An original problem beginning, despite everything, to fade. The threat of a shrinking mandate, and the reflex to grow rather than to finish.

Direction

The remit widening, the threat redefined, new instances found before the old ones close. The problem enlarged to fit the body, and each enlargement dressed as more mission.

Lever

A budget that grows with the problem's footprint and shrinks when it closes. So the body reaches for more problem the moment the current one recedes, because more problem is more resource.

Echo

A finish line that moves out as fast as it is approached. A mission that always turns out bigger than it looked, and a body that outgrows the very cause it was founded to end.

36 · process editorial

Simmering.

Initiated by

A problem that could be closed, and a body that would close with it. The pressure to relieve the symptom without removing the reason to be funded.

Direction

The problem held at a steady, controllable level, eased when it flares and never cured. Symptoms relieved, causes filed as ongoing, the whole thing kept just below the boil.

Lever

The gap between managing a problem and solving it, which looks the same from inside a good quarter. Competence aimed at control rather than completion, without anyone deciding it should be.

Echo

A problem that never gets worse and never goes away. A steady simmer reported as a situation well in hand, renewing the mandate on the very fact that it is not yet done.

37 · process editorial

Sunsetting.

Initiated by

An outside hand that sees the body cannot want its own success. The decision to pay for the problem shrinking and to write an ending into the mandate.

Direction

Money moving from the activity to the outcome, and a close-on-success clause into the charter. Reward tied to the problem getting smaller, obsolescence planned rather than avoided.

Lever

A measure taken from outside, where the interest in the problem's survival cannot reach. Only an external eye can score the outcome honestly, because every inside seat is paid by the problem continuing.

Echo

A body that is, for once, rewarded for making itself unnecessary. An incentive pointed at the cure ... held only as long as the outside hand keeps it there, and undone the moment the sunset is repealed as reckless.

39 · plan editorial

Fund the Outcome.

Direction

Pay for the problem shrinking, not for the work continuing. Set a sunset so success closes the body cleanly and on purpose, and measure the outcome from outside, where the interest in the problem's survival cannot reach.

Staging the Shirky principle as a systemic system: an institution founded to solve a problem comes to depend on the problem for its budget, jobs, and standing, so it preserves the problem it was built to remove, solving it just enough to stay needed and never enough to end. The play models the documented mechanics, the mandate that defines the body by its problem, the livelihood that lasts only while the problem does, the interested blindness of those whose salary depends on not seeing it, the goal displacement by which survival replaces mission, the half-cure that manages the symptom, the perpetuation that widens the problem as it fades, and the outcome funding and sunset that alone flip the incentive, as the load-bearing vectors of the structure, not as a tale of cynics. The governing finding of the source literature is the play's governing law: where solving a problem is the source of an institution's resources, full success is the institution's own end, so every incentive it creates points away from the cure. It is the provider's mirror of the house's perverse-incentive plays: not a bounty that manufactures its target, but a solver that preserves its problem.

Origin.

The phenomenon in practice, and the research spine beneath it.

Source Key Work / Event Scope
Shirky / Kelly Clay Shirky's formulation (c. 2010); Kevin Kelly, "The Shirky Principle", The Technium (2010) The naming: institutions will try to preserve the problem to which they are the solution. The play's spine and its title.
Sinclair I, Candidate for Governor: And How I Got Licked (1935) Interested blindness: it is difficult to get a person to understand a thing when their salary depends on not understanding it. The Livelihood, and the sincerity of the Salaried.
Merton "Bureaucratic Structure and Personality", Social Forces (1940) Goal displacement: adherence to the institution and its procedures displaces the mission they served, so means become ends and survival becomes the goal. The Displacement.
Michels Political Parties (1911), the Iron Law of Oligarchy Self-perpetuation: organisations develop an internal interest in their own continuation that outlasts and overrides their founding purpose. Why the body outlives its problem.
Niskanen Bureaucracy and Representative Government (1971) Budget-maximising: agencies act to expand their budgets and remit, so the incentive is to grow the problem's footprint, not to close it. The Perpetuation, the Frontier.
Parkinson Parkinson's Law, or the Pursuit of Progress (1957), the law of bureaucratic growth Self-growth: officials multiply and work expands to justify the establishment, independent of whether the underlying problem shrinks. The Expander.
Practitioner charities that would close if the cause were won; retained consultants; standing "war on X" bureaucracies; the sunset clause and pay-for-outcomes as the counter The principle in the field, and its cure: a solver kept whole by an unsolved problem, and the outcome funding or sunset that makes success the thing that pays. Restrictions.

What the house refuses to model, and how it credits what it stages.

  • No villains: the elements are reduced to load-bearing vectors. The play refuses to cast any seat as a cynic or a fraud, because the source finding is precisely that none is needed: the mission is sincere, the work is real, and the interest in the problem's survival is structural and largely invisible to those who hold it (Sinclair). The misfit is that a body funded by a problem cannot want the problem gone, however much its people do.
  • No hero: the play refuses to resolve the misfit into conscience closing the institution down. The incentive flips only when an outside hand funds the outcome and sunsets the mandate, so the reckoning is a body made to be paid for its own obsolescence, against everything it is organised to do, not a solver that chose to finish itself.
  • Credit, not claim: the research above is other people's work, packaged and attributed here, never claimed as the house's. The staging is the house's; the principle, the goal-displacement account, and the bureaucratic-incentive models are theirs, and the condition the principle actually requires, an institution whose resources depend on the problem continuing, is carried as carefully as the finding itself.

Encoding.

Source to constraint, per element.

  • The Mandate: carries the founding charter (Shirky / Kelly), the body defined by the problem it exists to solve.
  • The Livelihood: carries interested blindness (Sinclair), the budget, jobs, and standing that last only while the problem does.
  • The Half-Cure: carries the managed problem, solved to the level that keeps the solver needed and no further.
  • The Displacement: carries goal displacement (Merton), the institution's survival quietly replacing its mission as the true objective.
  • The Perpetuation: carries budget-maximising and bureaucratic growth (Niskanen; Parkinson), the problem kept alive by widening the mandate and finding new instances.
  • The Obsolescence: carries the institution's own end (Michels), the outcome full success would bring and the thing every incentive is arranged to avoid.
  • The Shirky Principle: carries the phenomenon whole (Shirky / Kelly), a solver that preserves its problem, and its remedy in outcome funding and a sunset, held whole by nobody.
